Distributed Generation and Clean Energy Certificates

The National Association of Solar Energy, ANES, for more than 40 years has promoted the energy transition using renewable energy, as a measure that also contributes to the energy sovereignty of our country.

ANES is the association that groups more installers of distributed generation equipment and derived from this it is necessary to comment that:

The Clean Energy Certificates (CEL's) are the only mechanism that allowed Mexico to meet the goals of clean generation and comply with the commitments that our country has, derived from the Paris Agreement.

In Distributed Generation, the CEL's meant an opportunity to reduce the investment return periods of solar panel users throughout the country, which encouraged the growth of medium- scale projects, generating jobs, development, and clean energy for all with new investment and new generation capacities.

The modification of the guidelines for the allocation of clean energy certificates will devalue the value of the certificates since it allows the Federal Electricity Commission to be recognized CEL's for energy generated with legacy plants, when the objective was to generate clean energy with new plants.



In medium-scale distributed generation, there are more than 2,200 projects that, due to their size, were seeking to accredit CEL's and thus have an extra income from clean energy generation; there are also new projects that were also in the thousands and are being held back due to the uncertainty of the return on their investment.

By doing so, CFE can generate CEL's for more than three times its obligation without investing or building new clean power plants.

This will delay investments and affect those already made, and dozens or perhaps hundreds of distributed generation projects in the country will be delayed, reducing the income of installers and, therefore of their families, affecting a clean energy market growth.
